November 24th is the second anniversary of the Peace Agreements between the National Government and the FARC, which led to that insurgent group laying down its arms. But the regime made sure that would be the only change and that everything else would stay the same. They carried on with the same policies, just as before, with the same violence and the same conditions which need to be changed. Once again the dominant elites in Colombia have broken their word, failing to keep the agreements; they are not showing any desire for change or reconciliation. Thus they have frustrated yet another attempt at peace and transformation in Colombia.
Today an important part of Colombian society is mobilising for peace and change, in an effort which we of the National Liberation Army support, to oppose the Government’s unpopular measures such as tax increases on the majority accompanied by more benefits for the super-rich minority. A civic mobilisation which demands an end of persecution and killings of social activists and opponents of the regime.
The regime has managed to demobilise the FARC as a rebel force; but it carries on with the violence of those at the top against those at the bottom, with paramilitarism and with the same old behaviour by the Armed Forces; with the same economic model and the same corruption; with the same agrarian policy and the same environmental destruction; with the same submission to the interests of the United States and the multinationals. With the same old, same old: nothing has changed.
The FARC fulfilled the Agreements, today they have no arms and they are working in official institutions and in a process of reincorporation in civil society. But the other side has not done the same, because the regime has not been keeping its word and has been changing what was agreed two years ago in the Teatro Colon.
The initial Agreements made in Havana and signed at first in Cartagena were soon renegotiated after the Plebiscite. But even these Agreements, renegotiated and signed in the Teatro Colon, they have been changing and breaking them. Further cutbacks have followed with the Democratic Centre Government which is responsible for the new blows inflicted in Congress, and the violations of the Agreements multiply even while Duque proclaims in Europe that “he will fulfil the Peace Agreements”.
The present Government talks only of the reincorporation of the ex-combatants, that’s the sum of it. They don’t talk any more about the commitments on the agrarian question, on political reform, on crop substitution, on the end of Glyphosate fumigations, or dismantling paramilitarism, etc.
Simultaneously the United States Government in alliance with the Colombian extreme right are trying to destroy the FARC so that they cannot become a significant political force in the country. To that end they break and ignore the agreements, they play tricks, and they continue to stigmatise and demonise them in the media, as if there had never been a peace accord. They have succeeded in dividing them and in sowing scepticism among the fighting rank-and-file.
Attorney-General Martinez is one of the fundamental instruments of the US to bring about the disappearance of the FARC as an alternative political project, as can be seen from the deceitful stitch-up arranged for Jesus Santrich so as to carry out the extradition to the US of this peace negotiator, a threat which they also make against other FARC leaders. These plans are not a pathway to reconciliation but one of betrayal, revenge, hatred and provocation.
The disposition of the elites is not for change. With regard to the notorious corruption case surrounding the wealthiest millionaire in Colombia, rather than repent for the crime they prefer to cover it up and to disappear the witnesses. The same happens with the Peace Agreements, instead of fulfilling them they prefer to disappear them.
Despite all the difficulties those forces in the country committed to peace and reform are getting stronger every day. This is decisive if we are to advance and win the struggle with the regressive forces which are opposed to change and to a path leading to a political solution to the conflict.
We have to carry on more firmly, with greater unity and more social participation, with efforts for peace so as to open the way to other roads to a political solution, to overcome the failures and limitations left by the experience of the Agreements signed on 24th November 2016 in the Teatro Colon.
