Central Command – COCE
In response to the demands of local communities in their own territories, who are suffering from the hardship of the war imposed by the regime, and also of social organisations and different sectors and of all those interested in peace for Colombia, we of the Army of National Liberation will cease offensive operations from 23 December 2018 to 3 January 2019, in order to contribute to a climate of tranquillity at Christmas and in the New Year.
Our intention has been to continue the public phase of the negotiations begun in February of last year, and to that end President Duque ought to send his delegates to Cuba where our Negotiating Team is waiting.
President Duque, to abandon the road to dialogue and peace and efforts in that direction, is to worsen the Colombian crisis, because it would destroy what is left of the Agreements with the FARC and would terminate the process of a political solution with the ELN.
It is very serious and inconsistent that in the context of a Peace Process the regime has intensified the persecution and genocide of social activists and Human Rights defenders, and has also increased the threats of war against Venezuela.
The ELN maintains its commitment to the search for a political solution to the conflict, and in this respect we agree with those who are working hard for peace with reforms.
We repeat that we will not leave the negotiating table; on the contrary, we shall carry on working for the continuation of the negotiating process in accordance with the agreed Agenda, with the participation of society and accompaniment by the international community, in the search for humanitarian agreements and a new bilateral ceasefire; leading to a peace agreement with profound changes which will put an end to the armed conflict and establish real democracy in Colombia.
For all Colombians, women and men, we wish a Happy Christmas and a New Year of renewed struggles, achievements and hopes.
